L&I Basics Series: What does L&I do?

Anyone doing any work relating to business or construction in Philadelphia needs to navigate the Philadelphia Department of Licenses and Inspections. Colloquially called L&I, the Department of Licenses and Inspections in Philadelphia is tasked with “enforcing the City’s codes for the safe and lawful construction and use of buildings”. Simply put, they are the ones who interpret and enforce Philadelphia’s City Code when it comes to the physical spaces in our city so that we stay safe while we live, work, and play.

Whether you’re a homeowner or seasoned developer in Philadelphia, dealing with Philadelphia L&I can be a daunting task. As we kick off our L&I Basics series, I thought it would be best to start with an introduction to Philadelphia L&I. In this post I’ll cover what L&I does: what types of permits, licenses, and certificates they rule over; and how you can start your Philadelphia L&I journey.

What do I need L&I for?

Succinctly put, you will need to go through Philadelphia L&I if you want to do anything related to business or construction. Here’s a non-exhaustive list of what can be obtained through L&I Philadelphia.

  • Business Licenses

    • Commercial Activity License (required to conduct any business in Philadelphia)

    • Restaurant License

      • Sidewalk Cafe License

      • Streetery License

    • Child Care License

  • Rental License

  • Trade Licenses

    • General Contractor License

    • Trade Contractor (plumbing, electric, etc.)

    • Engineering License

    • Inspector’s License

    • PA Home Improvement Contractor (1-2 family dwellings only)

  • Permits

    • Building Permit

    • Zoning Permit

    • Make Safe Permit

    • Trade Permits

    • EZ Permits (do not require plans)

  • Certificates

    • Certificate of Occupancy

    • Certificate of Rental Suitability

    • Property Sales Certificate

Whew! So hopefully by now it’s clear how big a job L&I Philadelphia really has. They are responsible for interpreting and enforcing the Philadelphia City Code. We can take a moment to think about how big of a job this is - and how vital. L&I Philadelphia are the ones who say “no” to, well…everyone at some point. They try to provide consistency to Philadelphia’s businesses - especially construction.

So now that we know a little about Philadelphia L&I, how do we get a license or permit? If you’re a homeowner or already have a business license in Philadelphia, the next step is to create a Philadelphia eClipse account.

Setting up a Philadelphia eClipse account

Philadelphia now has an online portal where you can submit most applications for permits and licenses with L&I Philadelphia. This portal is called eClipse and can be reached at eclipse.phila.gov. It isn’t necessary to create an account, but unless you live within throwing distance of 1401 JFK Blvd, it will make your life more convenient. To create an account, click here. Next steps are easy! Just fill out the forms, verify your email address and you’re in. You now have access to file for permits, licenses, and certificates online - though it won’t always be a breeze. There are still a lot of hoops to jump through to get your building permit, zoning permit, business license, or rental certificate - but you are off to a good start.
